Install custom post popup via the WordPress plugin directory or by uploading the files to your server at wp-content/plugins.
After activating custom post popup, use this shortcode wherever you want [CUSTOM_POST_POPUP type="post" orderby="none" posts_per_page="12" customclass="custom class"].

Needs more options, need to be able to filter by post category or tags for this to be properly useful

Does not display custom posts, only regular WP posts. WP Posts Popup does a better job. https://wordpress.org/plugins/wp-post-modal/
